There's a new law that waives government documents fees for first-time job seekers. It was the "Republic Act No. 11261" or the First Time Job Seekers Assistance Act. It was signed by Pres. Duterte last April 10, 2019, and Malacañang made it public on Tuesday, May 7.

Under RA 11261 signed by President Duterte last April 10, government fees and charges on documents needed by first-time jobseekers for their employment will now be waived starting August 2019.

Section 3: Waiver of Fees and Charges

Subject to exceptions provided in Section 8 of this Act, All government agencies and instrumentalities, including government-end and controlled corporations (GOCCs), local government units (LGUs), and government hospitals shaal not collect fees or charges from a first time job seeker
Provided, That such fee or charge is paid in connection with the application for and the granting pf licenses, proofs of identification, clearances, certificates or other documents usually required in the course of employment locally and abroad
Provided, further, That the benefit provided under this Act shall only be availed of once.

Section 4: Covered Governmental Transactions

NO fees and other charges shall be collected from first time job seekers when obtaining the following, subject to the requirement in Section 5;

• Police clearance certificate
• National Bureau of Investigation (NBI) clearance
• Barangay clearance
• Medical certificate from a public hospital, provided that fees and charges for laboratory tests and other medical procedures required for the grant of medical certificate shall not be free of charge
• Birth certificate
• Marriage certificate
• Transcript of academic records issued by state colleges and universities
• Tax Identification Number (TIN)
• Unified Multi-Purpose ID (UMID) card
• Other documentary requirements issued by the government that may be required by employers from job applicants.

Section 5: Proof of Eligibility

First time job seekers availing of the benefits provided under this Act shall present a barangay certification stating the applicant is first time job seeker.
Provided, that any person found guilty of fabrication or falsification shall be liable under the Revised Penal Code.
